2008 Resident Artists Program for 435 International Artists Village¡¨
Sponsored by Banciao City Office, Taipei County





I. Purpose
In order to make Banciao City in Taipei County an international city and to promote cultural and artistic exchanges between Banciao and other cities in the world, the Banciao City Office has set up a base called ¡§435 International Artists Village.¡¨ By means of the Resident Artists Program, we hope to create opportunities for different disciplines of art, such as visual arts, aural arts, literature, music, video arts, dance performance, etc., to have interdisciplinary blending. Through the cultural shocks brought about by artists of different nationalities, rich multicultural colors will be added to the city life of Banciao, so that Banciao itself may become a renewed city with an international vision.

II. Sponsor: Banciao City Office, Taipei County (Hereinafter called ¡§City Office¡¨.)

III. Applicant¡œs Qualifications
An artist from Taiwan, R.O.C. or from a foreign country who has been
engaged in one of the following categories of arts for over three years may apply:
1. Visual arts: painting, sculpture, film, documentary, video arts, design, new media, etc.
2. Performing arts: dance, music, music composition, play, opera, etc.
3. Literature: poetry, prose, fiction/non-fiction, drama, etc.
4. Other special categories

IV. How to Apply
Please visit the website of this City Office at www. banciao.gov.tw. Go to the ¡§news updates¡¨ column and download the information and application form related to residencies. If you have any questions, please send an e-mail to Cultural Section, Banciao City Office at bcoaw@banciao.gov.tw .

V. Application Packet
For the Taiwanese artist, simply prepare it in Chinese. As for all the international
artists, please use English only.
1. Application form and resume (of A4 size and accompanied by data files stored on a CD).
2. Artistic works:
” Visual arts: At least 5 pieces created over the past two years. If it is a film or video program, it should last at least 10 minutes. All works should be stored on CDs in a PC-compatible format. The author, title, size and year of each piece of work should be indicated on the outside.
” Performing arts: Works created over the past two years and stored on CDs in a PC-compatible format. The total length of the works should be at least 10 minutes. The author, title and year should be indicated on the outside and explanations about the works should be attached.
” Literature: Two photocopies of works produced over the past two years with a cover page that shows the author, title, year, and so on. If it is poetry, there should be 10 pages at the least. As for other genres, 20 pages are a minimum requirement.

VI. Application Period and Deadline
Applications will be accepted from September 20 to November 30, 2008.

VII. How to Submit an Application
The entire application packet should be sent by registered mail or delivered by a courier to the Cultural Department, Banciao City Office, Taipei County at the following address:
30 Fujhong Rd., Banciao City, Taipei County 220, Taiwan, R.O.C.
Remarks:
1. If the application packet is incomplete or does not meet the requirements, the application will not be processed for selection.
2. If the applicant wants to have his/her works back in case he/she is not awarded a residency, please specify and enclose a self-addressed envelope with postage.

VIII. Method of Selection
The major criteria for selection are the applicant¡œs works and his/her residency proposal. There is no such rule as each genre will be assigned an equal number of residencies. The selection will be done in the following manner:
1. Open selection: This City Office will invite scholars and professionals in different disciplines, such as literature, visual arts and performing arts, to form a selection committee. They will evaluate each applicant according to his/her respective genre and choose some applicants to be resident artists and some to be candidate resident artists.
2. Results of selection: The results will be posted on the website of this City Office and each individual applicant chosen will be informed separately in writing.

IX. Residency Program
Using the 435 International Artists Village, located at 435 Jhongjheng Road, Banciao City, as a base for creation, each individual artist may work, mainly according to his/her specialty, in the space assigned by the City Office and express himself/herself freely in various artistic forms. Discussions and interaction among resident artists from different countries are encouraged, so that they may produce other forms of expression which may not be created in their respective studios.
1. Residency schedule: From January 2008 to end of June 2008.
2. Number of residencies: Six
(Besides, if necessary, two will be chosen to be candidate resident artists.)
3. Awards:

a. Free living and studio space in the artists village
b. A living allowance of Ten Thousand New Taiwan Dollars (NT$10,000) per month. (The artist is to open an account with a bank in Taiwan. The allowances will then be remitted to this account directly while the tax payable should be handled separately pursuant to the Tax Law of the Republic of China.)

a. One round-trip airline ticket
b. Free living and studio space in the artists village
c. A living allowance of Ten Thousand New Taiwan Dollars (NT$10,000)
per month. (The allowances will be paid in checks while the tax payable should be handled separately pursuant to the Tax Law of the Republic of China.)

X. Obligations and Duties of a Resident Artist
1. The applicant chosen to be a resident artist should sign an agreement with this City Office and fulfill his residency plan within the time required by the agreement. In case he cannot do so for any reason, he should be considered as automatically giving up the residency¡Xunless he has asked permission from this City Office. The residency will then be awarded to the first candidate, to which the original applicant chosen should not raise any objection.
2. The artist is obliged to reside in the artists village till the end of the session agreed upon. If she has to leave before the end of the session for some special reasons, she should ask permission from this City Office in advance.
3. To encourage the resident artist to tour Banciao and use it as the subject for his creative works, this City Office will give him some reward according to the actualities. Rules for such rewards will be stipulated separately.
4. When sending in the application, the artist should also submit a detailed proposal concerning her creative project and exhibition during her residency session.
5. During the residency sessions, an artist will be kept, as much as possible, from interruption made by the public, so that he may concentrate on his creative work. However, the village needs to be opened twice a month for the public to visit, and at that time the artist may also share his personal experience and works with them.
6. Before she leaves the village, an artist is obliged to hold an exhibition. For those who have resided here for 6 months, each should hold an exhibition for 2weeks at the least. The actual length of the exhibition should be decided in accordance with the overall program of the entire village and this City Office reserves the right to reduce the number of days of the exhibition.
7. Before an artist leaves the village at the expiration of his residency, he should submit a residency record by means of hard copies and data files stored on a CD (in writing, accompanied by photographs, pictures and other information related to the residency).
8. During the residency session, title to the work created and issued should belong to the artist. However, this City Office is also entitled to exhibit, issue and publish such a work. Besides, after a resolution is made by the selection committee, the City Office may purchase excellent works from the artists by negotiation.
9. During the residency session, the artist should not decorate the space assigned to him in a way that is hard to restore it. When the residency session expires or the artist leaves the village before its expiration, he must clean up and restore the space to its original state and leave on time. If he fails to remove his decorations in time, they will be deemed waste and the City Office is entitled to dispose of it in any way without giving the artist any notice or urgent notice. Any expenses and damage caused by such a disposal should be taken care of by the artist.
10. If the artist violates the rules of this program or any law of the Republic of China and if such a violation is certified real, her rights as a resident artist should be terminated immediately and she should compensate the City Office for all the expenses it has paid.
